Helping patients in all aspects of care related to the eyes; be it eyewear needs such as contact lenses, frames, services, or insurance claims processing. Excellent, personalized care continues to be the driving goal for both the doctors and staff at Wagner Family Eyecare.
Dr. David A Wagner, Optometrist
Dr. Wagner is the owner and senior optometrist at Wagner Family Eyecare in Seneca, PA. He Graduated from North Clarion High School in 1993 and attended Gannon University and Pennsylvania College of Optometry (PCO) studying in the accelerated 7-year program, graduating Magna Cum Laude with a Doctor of Optometry degree in 2000. He immediately started as a partner with Tracy C. Sepich OD after graduation and then became the sole owner in 2003.
Dr. Wagner specializes in Pediatrics, Low Vision, and Medical Eye Care (including glaucoma, dry eye and macular degeneration), and has special interests in Dry Eye and Macular Degeneration as well as the Vision/Learning connection, which involves the in-depth testing of binocular, accommodative, and eye teaming systems vital to the learning process. Maximizing the learning ability of children is of the upmost importance to Dr. Wagner as he has seen over the last 20+ years how improving their focusing and eye teaming skills can drastically change their lives. Prevention of ocular disease is also a passion of Dr. Wagner, working with diet, lifestyle, and dietary supplements to achieve this.
He volunteers his time with Oil City Rotary, Youth Connection, Second Presbyterian Church and other community organizations. In his spare time (what is that?), Dr. Wagner enjoys landscaping, gardening, traveling, and searching out the foodie restaurants in western PA and beyond.
Dr. Kelly L. Seibert, Optometrist
Dr. Kelly Seibert is a graduate of Franklin Area High School where she was an honors student, active in the marching band, student government, and 4-H. She attended the Cook Honors College at IUP for her undergraduate studies in Pre-Professional Natural Sciences with minors in Biology and Chemistry. She is a graduate of the 2014 Class of the Indiana University School of Optometry in Bloomington, Indiana. She externed at Indiana University Atwater Eyecare Center and the Indianapolis Eye Care Center, focusing on pediatrics, ocular disease, and specialty contact lenses. Additionally, she has experience at the Rehabilitation Hospital of Indiana working with stroke victims, Traumatic Brain Injury patients, and otherwise neurologically complicated patients. Other externships included Talley Eyecare in Evansville, IN for ocular disease management, and the Veterans Affairs Hospital in Dayton, OH.
After graduation, Dr. Seibert practiced optometry in both the greater Cincinnati area and in Pittsburgh, but now she is happy to be back home in Venango County. In recent years, Dr. Seibert has participated in multiple service trips to Mexico to provide under-served areas with eye care. She helps Wagner Family Eyecare perform annual pre-school vision screenings, and especially enjoys working with children and neurodivergent individuals. Her other special interests include managing dry eye disease, binocular vision conditions, and diabetic eye disease.
Dr. Seibert is proud to provide veterans with consultations for service-connected benefits, as well as performing medical eye exams for out-of-network VA Community Care. She is a member of the American Optometric Association and the Pennsylvania Optometric Association. In her spare time, Dr. Seibert enjoys gardening, cooking, live music, home-improvement, and training her various pets including a rabbit, and multiple parrots. She is passionate about patient care and providing excellent full scope eye care for our community.
Dr. Makayli B. (Terwilliger) Kepple, Optometrist
Dr. Kepple is an Emlenton native who graduated as valedictorian from Allegheny-Clarion Valley High School in 2014. She attended Grove City College where she was a four-year collegiate athlete and obtained a Bachelor of Science in Biology with a Minor in Psychology in 2018. Following undergraduate school, she pursued her passion for eye care by attending Salus University (formerly Pennsylvania College of Optometry) where she graduated Summa Cum Laude with a Doctorate of Optometry in 2022. During her time at Salus University, Dr. Kepple completed various internships, including a 3-month rotation at Wagner Family Eyecare where she expanded her knowledge in Primary Care, Pediatrics, Low Vision, and Contact Lenses.
After school, she was excited to have the opportunity to move back home and now resides in Emlenton with her husband, Tyler Kepple. Dr. Kepple plans to be active in the community by volunteering her time to perform vision screenings and participating in other community-outreach activities. She is eager to have the opportunity to provide her patients with full scope eye care at Wagner Family Eyecare with a particular interest in Low Vision Rehabilitation.
In her free time, she enjoys staying active by taking walks, hiking, and kayaking; although her favorite days are spent making memories with her husband, family, and friends.
